Minerva is a red-haired badass and rival of Valkyria Chronicles 4's protagonist, Claude. She was a powerful commander for the Federation until a tragic event (no spoilers here) cut her down to size and forced her to work with Claude. But she's still a powerful Scout, with sky-high HP and good potentials. Let's not forget that she's an officer, which gives her extra commands points and allow her to command her own little squad.
Of course she wears a miniskirt into combat, like all powerful game girls do.
